Conditions of Funding
All resources produced must contain acknowledgement of the funding provided by the NZAID programme through the Global Education Fund (GEF logo accompanied by wording "Funded by the NZAID programme").
A GEF recipient is required to submit the following:
A Project Completion Report
Upon completion of the project, GEF recipients are required to submit a Project Completion Report due within two months of the date of completion of the project activities. This report should include:
a. a summary of the activities achieved throughout the whole duration of the project, the outcomes, and key lessons learned;
b. a full financial acquittal providing a full reconciliation of expenditure against budget and acquitting all monies provided for under this letter of grant; and
c. one copy of the resource produced as a result of the project that, where appropriate, will be added to Global Focus Aotearoa's library.
An Annual Project Progress Report
On the anniversary of the closing date of the funding round to which the recipient applied GEF recipients are required to submit an Annual Project Progress Report unless they have already submitted a Project Completion Report. This report should include:
a. a summary of the activities completed;
b. any issues arising;
c. a reconciliation of expenditure against budget; and
d. a new timeline if it has changed from the approved application.
The GEF Reporting Form must be used.
Approval from the GEF Selection Committee must be sought for:
- variations of 30 percent or more within the approved budget lines; and/or
- delays in implementation resulting in a project completion date two or more months later than indicated in the approved application.
GEF should be advised immediately if:
- project implementation is also conditional on funding being obtained from sources other than GEF and this other funding is not secured (GEF may require the return of its funds if an alternate project cannot be developed);
- there are changes to the objectives of a project or significant changes in activities;
- for any reason the Recipient Organisation is unable to deliver a project; or
- the Recipient Organisation is about to cease operating.
Any reference to New Zealand government policy in resources supported by GEF needs to be verified as factually correct by MFAT. If your resource is likely to make such references please contact the GEF Administrator (gef@globalfocus.org.nz).
The Recipient Organisation is responsible for ensuring no project material breaches copyright requirements.
The use of images and stories in project resources must be in accordance with GEF Images and Stories Policy.
The Recipient Organisation understands the project must encourage critical thinking and GEF will not support project participants being directed or coached to a particular viewpoint. Activities funded by this grant must not be linked to fundraising, or promote a specific political or religious ideology or sect.
On completion of the project, GEF must be advised of any unused funds remaining. All unused funds must be accounted for and returned to MFAT.
The Recipient Organisation agrees to apply the total amount of funding (as stated in the letter of grant) solely for the purpose for which it has been given. The purpose for which the funding has been given is set out in the project application, proposal and budget. If the Recipient Organisation uses the funds for anything other than the agreed purpose the Recipient Organisation undertakes to reimburse such funds to MFAT. The Recipient Organisation agrees to carry out the project as set out in the project description, proposal and budget in accordance with the conditions of this arrangement. GEF reserves the right to independently audit expenditure relating to grants made to the organisation.
In accepting funding the organisation undertakes to meet all conditions of funding and the GEF Guidelines. In the event that any condition of funding is breached, or if MFAT is dissatisfied as to the Recipient Organisation's ability to implement the project successfully, the quality of outcomes achieved, or the rate of progress being made, MFAT may require the Recipient Organisation to remedy the situation within a reasonable period of time. If they are unable to do so then MFAT may request return of unspent funds. Fraudulent activity will require the return of all funds.
It is acknowledged that the Recipient Organisation is an independent agency that has developed the project and is solely responsible for all project implementation, management, monitoring, accounting and reporting.
